Beginner Hobby grow need to start now

Ur best bet is to go on eBay and find a seller that is selling the whole kit (filter tent light ballast cooltube yoyo's etc)
There is plenty of sellers on there that sale whole sets that way . At least like this u will get a better deal and everything will come at once .

And for smell as long as u keep ur tent completely closed (if u can find a way to do that without having high temps) there will
Be no smell while carbon filter is on.
Also in regards to smell , u won't smell anything until the last few weeks of flowering . Then ur plant starts to give its final kick and resin builds with that lots of nice kushy smells .
I use my carbon filter whenever my light is on cos I have a cool tube so it pushes all my hot air out of the tent via carbon filter fan

im also just starting out and ive read almost everywhere that cfl bulbs are good for newbies. They wont create too much heat if youre using a tent and they are cheap thats what im going to pick up today

 

I agree eBay is the way to go as far as getting what you need, but I wouldn't recommend buying a full kit, I did that, and regretted it. 

Thing is 99% of those kits are shipped from China, and more often than not consist of low quality mass produced items (basically the shit that wouldn't sell individually). Some of the gear might be decent, but if you end up having to replace one or two things along the way, as is highly likely, then the convenience of receiving it all at once suddenly counts for very little.....and if like you say, you aren't planning on starting until February, I would recommend buying quality products bit by bit, that you won't need to replace half way through. 
 
In an ideal world find a grower that's selling up with a decent feedback score....that way you can get the lot for probably less than 50% of the price they paid new.

I'd say you don't need to go with a WW or an NL since those 'skunk'-type strains can smell really dank. 
Strainwise I'd go for something lemony or herbal like Amnesia Haze for example or something fruity like a Sweet Pink Grapefruit or Blueberry.
 
One plant you say? Very good. If you really want to make your area smell proof, your best bets are the following:
 
- LED light or T-Neon (T5 PLL 150W) --> less heat = less smell because less terpenes will evaporate
- Construct your own grow cabinet (you can make it really smell proof this way with some silicone gel)
- Use at least a 500m3 exhaust and a 600-700m3 carbon filter (yes, a bit overdrive, but at least you won't smell a thing!)
 
As for maximizing your pleasure from growing just 1 plant:
 
- Use a large volume container
- Grow from soil --> use proper soil, amended with mycorrhizal fungi and bacteria complex
- Plant your seed directly in the soil
- Use adequate ventilation (large enough passive intake)
- Keep the cultivation area (and yourself) as clean and tidy as possible
 
As for the cultivation method, you have 3 options:
 
1) Growing 12/12 straight from seed. This will mean a harvest every 3 months with yields up to 100g per plant
2) Grow conservatively, meaning veg the plant for 5-6 weeks under 18hrs of light and then flower. Takes you a bit longer, but the yield will be larger ; use and research the 'screen of green' technique (incl. 'topping' and 'pruning') see: https://hgcacademy.com/node/18
3) Grow a 'super' autoflower like Autoblueberry or Think Different (not autoMazar because of the smell) or AutoUltimate by Dutch-Passion.

If you have a dedicated closet or bathroom you just need white walls and no need for a tent. You can get a fan filter combo delivered for about 70 dollars. get some ducting to fit the fan and route it outside the grow room to keep the plants cool. A small 10 inch circulation fan can be had real cheap too. there is a place on here to find the best prices for your cheap/budget growing style.
 
Since you are not concerned about yield as much as smell a few nice CFLs well place would actually eliminate needing strong hot lights so you actually would not need ducting or a reason to duct outside the room as long as you get the small fan going.

 

Growing involves a lot of reading and research. I have been at it for years and I still read at least an hour or two a day on the subject.

 

You do know that inline fans paired with carbon filters produce noise right? Not earth shaking noise but it's there all the time, you seem super worried about the smell which leads me to think you are hiding it from somebody you are sharing space with. So I just think you should be aware of the noise, you also need to know that you will need to find time to commit to the grow. It may only be a few mins each day sometimes hours, but you can not neglect a grow and expect it to produce. $600 is a decent room build budget if you and you yourself look into the products that you will need and why. I would run a 400watt hid light with digital ballast $150, 6" carbon filter $60and 6" active air inline fan$84, an oscillating fan for air movement $30, digital thermometer $12, 5-10 gallon smart pot $6-10, Fox farm ocean forest soil $20, Fox farm dirty dozen $100. Ph test drop kit $7 ppm meter $20 spring assist scissors $14. I think that still stays under $600 and it would fit my grow style, but you need to have a plan and make sure you have the time before you spend the cash
