I remember I got 2 grow light from Wal-Mart they where fluorescent lights for a cabinet and on the package it said grow lights. 10 dollars each I said why not and tried them out and they work perfect saw growth in the first week and they where very green in the beginning. I would have them outside in the sun and them at night bring them in and put them under the lights ¡satan has tricked the world into thinking he does not exist!

Try to get more than 400w. CFL's don't produce much so the more You buy the better. They're cheap and don't cost much to run. Spending money on the extra loghts will be better then only getting 10 grams.
Also, it's how You use those watts. Cfl's can be bery close to the plants, should be actually. I like to keep My cfl's around 4inchs to the plant, depends on Your setup and how hot Your bulbs get, cdl's usually don't get too hot. Get some mylar, or use a substitue, like a car sun reflector, emergency blanket, inside of a doritos bag, or the dull side of foil with no creases.
A nice pc cfl fan should also be used to help air flow and to thicken up the stem. The beggining of a plant is it's most important during it's life cycle. That's My opinion though.

800w is nice. But now it depends on what the true watts are. By railing ddo You mean You're doing flourecent or CFL?
Here is a cfl setup I like. http://i60.tinypic.com/majm39.jpg I would recommend keeping Your cfl lights sideways, to keep the ballast from over heating (can cause fire), I think it would also disperse light better, especially with a light deflector. GoldGrower posted a link a couple days about aboyt how someone made a light reflector out of a soda can, didn't look too bad actually.
i took a small fish tank that already had floros in it, threw a fan in there and it works fine. just keep the light near the plants is the only trick part.

I suggest getting more lights. That wouldn't produce much, it would probably cost more to run the those lights than how much bud You will get.
Alright. I don't mind they were free haha. Ill look into getting around 800w in clf. I'm using a small desk lamp bulb to keep it living till I get my paycheck it seems to be healthy. I'd check craigslist...I found a 220W dual spectrum LED for 80 because someone was moving and had to get rid of their grow. "It ain't going to grow itself"
