No idea if it's on 360 but tropico seems to be the most like it. Also probably not any on 360, but any tycoon games. Specifically the rollercoaster tycoon series.
Tropico is the only other one that's any good on console. If you are a fan of strategy i'd highly recommend a gaming PC though!
