No sir! Well, Yes sir! is the correct answer to your question. It will work, however your yield will be extremely low if you just use one 65watt bulb through to flower. Normally with CFL bulbs you want about 100(actual) watts per plant.You can start off with 65watt no problem, but I would add at least another 46 watts(2 23watt bulbs). Check out my grow in my sig, that plant was vegged with about 160ish watts.

Get moar power! Moar lights! The only thing you want less of is, less distance between bulb and plant.
I've got a 65w and four 23w's. I'm definitely planning on getting at least four more 23w's. My setup is 2' deep x 2 1/2' high x 5' across. But I'm only using half of my space at the moment.
