I think Romney would have staffed the government, for the most part, with more competent people. He would also have stayed on top of what's going on. He's an experienced manager with a successful record. He knows to gain support for his projects from those he may not like or like him. Delegating day to day tasks is one thing but Obama's been completely checked out and relying on Valerie Jarrett and others to stay on top of things for him. That's why he's always surprised by bad news. Those he relies on to run the government for him don't keep him informed and he doesn't seem to really care. He's not a manager and is unable to make tough decisions.
