One more hoop to jump through with the Senate, but this is great progress! Of course there are still many battles that will be fought regulation wise, but the dominos are continuing to fall!
It took special interests and their $$$ to pass their own laws to their benefit. It takes money and influence to get bills into state legislatures and then more $$$ and influence to run an "information campaign." Don't count on it. Country-wide MJ legalization would have happened long ago if it were as easy as introducing bills at the state level.
