High Chlorine levels in tap water

I meant "excess" chlorine, and whatever else is there.  My mistake

 

I swear there is something wrong with my tap water. I try to drink 3-4 liters a day and when I drink that much from the sink it like hurts my throat.. Not sure how much chlorine tho

 

you dont think a more likely cause is something else like say smoking weed?
