Whats the strain? Did you have any problems within the first 2 months? Has it been growing in that thing the entire time?

yeah it is too small for sure. what are you using for soil? how often are you watering? what and how much are you feeding? this info is helpful in diagnosing the problem

That cup looks like it is 4 inches tall. If it is and the dirt is only filling half then you most likely have a root problem.

Why is the dirt built up on the side of the pot? Is this how you drain the water out? IMO you have packed soil not letting the roots grow. Or just root bound from such small amount of soil.

Also what it your pot sitting on? A bird bath?

Your soil is compacted. The roots are suffocating and unable to reach out.

next time fill your pots all the way up almost just like an inch of space to avoid overflow when watering. and start with bigger pots from the very start

A hole in the bottom will not fix the fact that there are two inches of dirt. My bigger plants are in 7 gallon pots filled to the brim. Also, is the pot made of paper? Paper retains water, swelling and basically disintegrating. You should try to invest in some plastic pots. We actually have gotten all of ours for free. Just asked for some at the nursery we go to. Large Chinese soup containers are good for seedlings, but you have to tape around the outside of the pot so that algae doesn't grow and light doesn't hurt the roots.

A plant, without proper training, will not be able to reach it's maximum potential size if the roots are not allowed room to expand. We try to transplant as soon as the plants become root bound. Which is when the roots have literally taken over, thus needing more soil.

Soil is also really important. Wood mulch and leaf matter are very acidic which is not good for the plant. Sometimes you have to spend a little more than you want to on soil, but it really isn't just dirt. It's an ecosystem. Peat/Sphagnum moss and perlite are also very good additions and both are inexpensive.

Much better container choice! You could always try and re-veg it indoors under cfls or hid. And then put into flower again when its a little better off. However if it is an auto-flower strain then it wont revert to vegative state.
