Pick up a book from the used book store, I normally just pick a few random not too long novels to get into. They are even cheaper at the used book store so you could probably get a handful of books for just a few bucks.
Draw something! A lot of people will scoff at the idea because they never give it decent chance. You would be amazed at what kind of art you could create even if it isn't your strongest talent. In fact that's some of my favorite art to look at because everyone has such a different style and technique, and the only way to get better at it is by putting a little bit of effort into it. I find it helps if I listen to music that I enjoy or find inspiring, even finding music I have never listened to even get's those creative juices flowing.
Google pinhole cameras, a lot of them can be made from cheap inanimate objects but the outcome is worth it even if the quality isn't top notch.
Could even attempt making a some origami! Only requires some paper and Google at your finger tips, there's so many things you could create from folding paper.

Skills, hobbies, anything with imagination. Heck, maybe even pull out a book or a crossword or two and have a hot cup of tea and some music paying
I always find there is much to do indoors on a rainy day

Sounds like you need to pick up some hobbies to keep your hands/mind occupied!! Not all of them cost a lot either you just have to get in touch with your creative side, everyone has one even if it isn't their strongest trait.

All my hobbies are outside except, drinking and smoking so I think Im gonna do that.

All these inside ideas seem boring, I like more active things than that, still thanks though.
Everything seems boring if you haven't truly given it a chance.
It's obvious that you would rather be outside playing, but it doesn't hurt to try and find at least one hobby for when the weather does not permit. Believe me I love my out door activities as well, between hiking, my garden/flowers, hooping/poi, swimming, snowboarding. Having something to sit down with a cup of tea when the weather blows is really nice.
I used to think sewing was lame until I realized that I could create a lot of awesome clothing and accessories for a fraction of what it costs at the store.
I used to think drawing/painting/doodling was only for those who have talent until I spent some time actually doing it and finding the materials that I was most comfortable with.
I used to hate cooking/baking as well because good lord that would mean I'd have to put some effort into it. After realizing how delicious a home made meals are even baking was so much more to appreciate because not only did I occupy a few hours but now there's something yummy to satisfy my hunger.
Recently I picked up some cheap hemp from wal mart along with some cheap beads to go with it to make bracelets and necklaces from. Toss in some music or a movie and before you know it you have gifts for your friends or family. I even use them as ice breakers at events or anything to do with people in general, people appreciate the work you put into things.
There's a lot of things out there that you could do, you won't know if you are any good at it or if you like it until you spent some time actually doing it

Like others have said.. draw. Even if you're not great at it its lots of fun. Just let your imagination run wild
Books. Find one that interests you, you can learn alot from them. Go to your local bookstore and just find some that you may like.
