Co signer for apartment needs 2400 a month? the fuck?

looking at 470/month apartment and it says the co signer needs to make 2400/month, my mom makes 1500-1800 w/ great credit only like 20 pts away from the best it could be. she also has excelent renting and job history. Me and my girl will make over 3k a month together and will easily be able to afford rent. these apts are kinda run down too idk why they need the co signer to make alot. I have other co sign options if i REALLY need but id like my mom to do it. I live in Fargo, ND and its cheap to live here also.
