Isolate the airflow cooling the lamp(s) so that it is completely separate from the the air in the growing area. Increase the CFM of that airflow until the lamp is cool to the touch, or however cool you need it to be. A quality centrifugal blower can work very well for this.
Once the effect of the light(s) on grow area temps is minimized, you may add an AC unit to cool the air around the plants. When using AC, keep airflow in & out of the grow area to as little as is necessary for healthy plant respiration.

Either purchase or construct hoods for the bulbs. Each hood has openings for intake & exhaust and a glass bottom. Air is forced through the hoods to cool the lights. It's drawn from the coolest area available outside the growing space and exhausted outside or some place it won't affect the temperature of the grow area.

My room's in a garage. If I spray hose water over my tables and on the ground that's protected by pool liner from Home Depot, it will lower the temp 10 degrees for about 30-40 minutes. In the 4-5 hottest hours of the day I've been doing this until I can get an A/C in there.
My walls are full gloss with greenboard (or in my case, purple board) underneath so I hit the walls with a mist, floors, plants and tables. Works good as a last resort.
