Say I buy an HPS bulb and I set it up in my grow, do I need an external ballast? What difference will an external ballast make? If it is for a small grow do I really need one?

The bulb isn't gonna fire up by itself. Yes you need a ballast, it's not optional. You need a fixture to plug it into also. Some all-in-one deals have the ballast built into them, but you would know if that's what you're looking at. They run too hot anyways. You need an external ballast.
