There's a roadblock to get to the other cities, but you can break through them, although you'll get an instant 5 star rating and will be shot down by the FBI, ARMY, SWAT, and local police haha.

I hope so, that pissed me off. In SA even, it's like shit, go ahead and go to the fucking desert, there's nothing good to do there anyway. But it's nice to explore.

but yeah, IV will be so concentrated and detailed that it should probably not have barriers.

Here's the little article that I was talking about , it almost seems like they are saying that there won't be "barriers" .
