plant isn't doing so hot, help



info:
PH - 6.6-6.8
Soil - Organicare mixed with some organic MG
Light - 1000w hps, 3 feet from tops of plants
Size of pot - 1 gallon
Age - about 2 weeks, on 4th true leaves
RH - 30%-35%
Temp - 75 - 85

okay, here is some things i did different, it was drooping a little a few days ago which i suspect was over watering, so i let it dry up a little. i also moved the plant from about 4 or 5 feet away to 3 last night. also as one last thing i topped it this morning. it was looking pretty bad last night but perked up this morning so i thought letting it dry out was helping it but the picture is from like 5 minutes ago so it seems like it keeps going back to this state and its pretty frustrating. So i ended up watering a little bit ago with 1/4th fert (Grow big)

the plant is growing pretty good, but i don't know why the tips are still curling down

Possibly too much light and/or too much heat for the size of the plant. HPS lamps put off a lot of heat as well. Are you using any fluorescent light for the vegetation?
