Root rot?

Started about 5 Bubba Kush and 3 Afghan clones, put into dirt about 2 weeks ago.

The color of the leaves seems to be good, but the growth is dramatically less than ''normal''.

They are set on a table which is tilted for draining purposes, my guess is that they have been sitting in some water due to lack of draining, and I have heard overwatering can be a cause of the root rot.

Are there anyways to combat this? We were thinking of transplanting them into fresh dirt and just taking better care of maintaining the drain area.

Any ideas?
