Rockwool Pest or disease

Previously had 4 slabs of rockwool just lying in the shed for a year and didnt notice this before transplanted into it.
I thought at the start it was spider mite eggs or fungus gnatts but i went back to shed where got the rockwool from and it also has same black spots in there. The cover was off so im thinking some pest may have landed on there.

It is more obvious on the plant rw as it is moist and there are numerous amounts of black balls in the rockwool. Anyone seen this before?

Looked under 10X microscope and they are everywhere but not hatching.
It seems to be just like liquid capsules but cant be squashed. Maybe fungis? How can i fix this

Thanks that pic looks very very similiar. What are these things and are they going to have an effect on the roots, growth?

And why is it that moisture brings more of these out?
