Neem Directly on Buds?

I have a small case of white flies, and just noticed some black little dots just on a tiny section of a cola up top. They kind of look like baby white flies, but I am sure they are spider mites. Can I spray neem oil on the plants? They are about 2 in a half weeks into flower and have mid sized buds all over. just wandering if that's the best way to do it

From what I know from reading about and using it there shouldnt be a problem. I use it at a ratio of 1:20ml's soak the leaves good, then rinse with distilled(or RO) water out of another bottle after 15-20 mins. I find you can neem the plants more often when you rinse them rather than leaving the oil on. I think if you rinse it good and put a fan on the bud sites you rinsed you should get rid of your pests and be safe from bud rot.
