looks like your doing everything fine...fox farm soil is the best..but your using tap water..im not to sure what the ppm of your tap water is..but im say you have hard water...and your not phing your water..So your ph is prob out of control and your tap water doesnt have a buffer to control it. then agian it could be from over watering....how much do you water them? PH is prob one of the most important factors when growing..so if i were you i would get a cheap ph meter...and a ppm meter..check the ppm of your tap water..anything over 200ppm stay away from..it gonna be too hard for your plants and when you start there nutes you will end up burning them with higher ppm then you think..go to your grochry store they have r/o water out the vending machine for 25 cent a gallon...r/o water has a ph of 7 and so does fox farm soil....get a ph meter and make sure your feed water is ph 6.3...and that plant will perk up....
did you recently transplant them?
also if you do get r/o you have to add cal/mag to the water for its basic minerals...
or you can mix half r/o water with half your tap water..
and you got some pretty good feed water....
