leaves drying up?? but new ones comming??

my leaves are drying up and turning yellow at the tips... and idk what i did wrong...

i water every other day...
i use merical grow food spikes 6-6-6,
i have 2 lights that are 3 inches away from the plant, they are cfls,
i have a fan running on it,
the lights have been on for 24 hours for the past few days because the plant wasnt growing at all in the 12/12, it is about 3 weeks old,

there IS new groth right above the stems there is 2 tiny leaves in several spots, should i keep growing and see what happens with the new groth, should i switch up my lighting?

looks like nitrogen def
what kind of soil are you using
and what is your ph

i do not know the temp or ph sadly, what can i use to find them out... my soil is from a gardening shop so i dont think its the soil...

your soil just looks kinda like some outside soil
but anyways go to walmart get a thermometer that reads the tempeture
they have cheap ones that just like a dollar or two
or you can get a digital one for about 10 - 15 bucks which would be better way to go cause it also tells you the hummitty
and get a cheap ph tester for about 5 bucks or so and check your water and should be about 6.5 to 6.8
