What is wrong with this plant?

It's a clone that I made and has very nice, big, white, thick roots. I have several clones but this one has major leaf tip curling issues. I looked at some other threads but there were lots of different answers and rarely any pics. So please help with your opinions.

What type of medium; soil or hydro?
What brand and type of soil?
Indoors or outdoors?
What strain?
How old are the plants?
What type of lights and how many watts?
How far from the lights?
What is your watering frequency and source of water?
What, how much and when was it fed? NPK?
What is the medium/runoff pH and PPM if in hydro?
What are the temps and humidity in the room?
What size pots?
Any bugs? Look real close.
Any other pertinent info?

1. Soil
2. Scotts premium with perlite added
3. indoors
4. bagseed clone
5. mother is a few months old (see retarded plant link) this clone was taken about 2 weeks ago
6. cfl, about 200 watts
7. about 8"
8. water is distilled and delivered
9. was given extremely diluted nutes in soil when cut and put into veg
10. pH of run off is about 6.8
11. temps range from 71 to 84 degrees F
12. Humidity has always been around 40%
13. 4" pot
14. no bugs
15. ALL of my garden is in the same setting and this is the only plant that is doing it

did you mix up that bag of soil when you first opened it up


sometimes when I forget to mix my soil up out of the bag I get a hot spot in one of my pots

looks a bit like nute burn to me..

I had to add the perlite to the soil, so yes, the soil was mixed. When I said that I used an extremely diluted mixture of nutes I meant it. I put 1 drop of shultz 10-15-10 in a gallon of water. Suggested usage is 7 drops per quart. Which is 28 drops per gallon. This plant was doing this when it was in a peat pellet before transplanting once I saw roots. I don't think it's nute burn. It's just damn near impossible.
