New sprouts 10 days old problems. Help!

Hi we are growing Northern Lights from HGS.

6 CFL's 23watt 6500k
fan blowing on top of the plants
bottled and tap water that has been sitting out for a couple of days
the soil is the cheap walmart black and purple bag soil.
We are on a tight budget with money

So the leaves seem very dull and miscolored. I have been told it is probably the soil?
Question....can we and should we transport the little ones to new soil now in their 5 gallon containers? Or are they too young and the new soil will shock them? Not sure what to do. =/
Please help
Also what good cheap soil should we get?
