Insect problem??? diagnosis please! **pics**

i have just recently discovered that my outdoor plants are being attacked by some sort of insect or some other problem. I cant see any little bugs on the plant, but there are a lot of flies up there, one is pictured. could they do this sort of damage? **THIS IS ONLY ON THE UPPER LEAVES + NEW GROWTH

Absolutely, positively leafhoppers. Get "8" by bionide, it'll fix em up quick and won't burn.

try neem oil. A lot of bugs dont like the stuff.
