broke the soil

well me and a few friends of mine wanted some good smoking weed.so we got sum seeds from a bank and decieded to grow em...i germinated them all sucessfully and planted them in pong cups is the best i can describe it well its been over a week and they havent broke the soil yet..im worried about them becuase i left them at my friends apartment..all he had to do is water them..and the entire time they havent been waterd...i live in a very hot place...so the need water everyday

only one has broke the ground but it doesnt look healthy at all..the rest there is no sign of life...is it expected that my friends killed my poor baby plants or is there still a chance?

edit:i probally should said that only 1 outa 21 seeds broke the soil..but like i said all wer succesfully germinated
