New leaves are growing strangely

Here's some basic info on my grow:
Medium: Soil (MG potting soil)
Indoors
Unknown bagseed
Lighting: Currently using one 26w daylight CFL that is about 1 inch to 1.5 inches away from the plant, I'll add more whenever I can scrape together some more cash :P
I've been watering this with tap water about once every 2 days
I'm growing this in a 16 oz cup from start to finish (just to make things more challenging :P)

Anyway, as you can see, the leaves are kind of growing in a strange way, and I'm not too sure why. The first set of fan leaves is starting to cup upwards, and the second set of fan leaves is looking pretty small, and is looking sorta yellowish.

Also, there's something else that I'm somewhat concerned about. In my last two pics (it may be hard to see), there's some sort of green stuff showing up in my soil; could this be moss or something like that? And if so, could it be harmful to my plant?

Whats your temp and humidity at?

I would get some different soil for when you plan to transplant. MG soil is very harsh and can easily burn young plants. Heres an article for you:

Also whats the ph of that water your using and are you letting it sit out for at least 24 hours? If you don't let tap water sit out that chlorine will defintaly cause problems for you.

I'm not exactly sure about the temp, but I'd say somewhere around 74 degrees Fahrenheit is where it's at, and as for humidity I have no idea :P Whenever I get some more money on me, I'll be sure to pick the right meters up for this sort of thing, but until then I'm just going to have to wing it

And yeah, the water is sitting out for about 2 days prior to me actually using it on the plant, so that should make it useable

Any other ideas from anyone else?

A temp/ humidity meter only costs like $5 at wal-mart.

I understand that this may be a problem that can only be solved if I know what the temp/humidity of my grow room is, but are there any problems that can be seen just with the pictures I put up?

The 16 oz. cups are a very bad Idea.

Your grow will fail or not produce if you try to do this.... I thought the goal was to make it easy, not hard. Do your research. figure it out.

Actually I think its a great little container to start seedlings in, and I do it all the time with all my other plants to. I've never noticed any ill side effects. You just gotta make sure to poke in a few drainage holes and that the cups are lightproof.
