Diagnose my midget

Alright guys this plant is making me sick. Its actually like a week or 2 from being 2 months old. Yea i know, small. So whats up with that. It seems pretty healthy, keeps growing every day but the leaves do not grow very big. Also bottom sets of leaves seem to slowly turn yellow and then dry out and fall off. At the moment the very bottom leaves are just about completly yellow except for the veins which still have a little green. The next sets of leaves above are gradually turning yellow starting with the edges.

Im using cfls. I believe 3 of the 26 watt and 1 of the 42 as well as one of those plant light tubes 2ft. I think its like 2700 lumens for the 26s and 2600 for that 42. I dont know about the 2ft one, its kinda blue by the way. My soil is just one of the store bought mixes, i do believe it has a good amount of bark, but it has perlite, peat moss, sphagum, so i think its ok. I did keep it in peat cups and water from bottom up, soaking method at the begining, which i learned was bad, then moved her to a styro and started watering from the top, i just got her in this pot probably a week ago. I was thinking maybe thats one of the reasons she wasnt growing too quick, cuz she was pretty rootbound when i transplanted her. I water her just about everyday, but the heat stays fairly high and im running like a 18/6 but up till about a week ago i was 24 on.
anyways, since shes so stunted, is it ok to keep growing her slowly, or is she fucked? What about those colorations. I need some help guys, shes thc bomb by the way. Next time im getting some lowryder since their autoflowering. Temps stay anywhere from 78-90. I know anything above 85 is unwanted, but actually her leaves pick up and spread out when the temps around 90. So i dont know. Any feedback guys, please help. looks like a nitrogen deficiency. What's your ph at and what nutrients are you giving it? Ph should be around 6.2-7.0. If it's higher or lower you have lockout. If you havn't fed it anything then it's a deficiency. Also looks overwatered too.
