yellowing, drooping lower leaves, please help

My plant has been growing for about 2 weeks, under 2 27 watt cfl's in top soil (I know i should've used perlite) . I haven't been overwatering it, but i have added a few drops of h202 to the water and a a few grains of miracle gro recently (that was after the problem started). I have a fan running, and my lights are on for 18 hours. The yellowing and wilting is happening to the lower leaves and there are brown spots in the yellow areas. Please Help!

how far away are your lights?

My lights are an inch away from the tops. I was getting some burn a week ago but now it's just wilting.

the thing i would suggest is get some more light around the side possibly somekind of aluminum foil or other reflective surface and try some plant food.
do you have any kind of fan for circulation?

Ill try some miracle grow,and yeah I have a fan. Im worried about ph levels,would litmus paper work for that? I'm just wondering why the wilting is moving from bottom to top.

well what i was thinkin was the bottom isnt getting enough light. becuase the top looks real healthy and it seems to be kinda streched.

hows that sick plant doing? was is just a lighting problem?
