Weird shoots coming off top bud

I'm 8 weeks into flowering some Jack the Ripper and last week i noticed three small, new shoots with white hairs coming off the top main bud. they dont seem to be too frosty and some of the lower buds have started to to go from white to orange.

anyone have any idea whats up with the new shoots?

they have grown considerably in the week since i first noticed them but still dont seem to be filling out or growing many trichomes. so i guess my question is do i let these new guys grow to maturity and risk leaving the bud below on too long? or do i harvest in the next few days because a lot of the bud has gotten that milky color?
