I cant crack this problem... ICe bud and chronic bud need help asap!!

I dont have pics right now but I will tomorrow. Heres what I got though.

I germinated one ice bud seed and one chronic bud seed on 11/21/08
in small plugs, not rockwool but the brown almost moss looking ones.

Once sprouted, they went into a soil mix containing (Organic happy frog
soil, Worm Castings MANURE compost which I found on ebay, Azomite
and I sprinkled some batt guano and pure worm casting on top) mixed
it all up and put into two-- one gallon potting bags then saturated with
distalled water with a ph of 6.5ish.

Placed the bags with the sprouted seedlings under a digital 600w MH cool
tube about 24 inches away.

The plants look adnormally small to me, both are turning a really light
green and all the leafs of dropping.

I think my soil doesnt have enough perlite, is holding water to long and
sufcating my roots, not enough o2. I have only water them twice and the
soil still seems wet.

My humidty is really hard to control (sometimes in the morning 20%, and
then leveling out to about 37% through out the day ) then when I fill up
my humidifier it sits around 55%-60%. My temp is generally around 65-80
degrees when certain things go on and off. One black box mini co2 gen in
a air tight grow room that is 4.5L4.5W6H--painted flat white. I have a
fresh air supply that comes on probably 4 times a day for 20minutes each
time.

Throw it at me people, what am I doing wrong?

I actually just ran out and got some pics of the plants at question.

The middle row plants are the ones to look at here. The outer two rows
are same strain icebud, chronic bud, and once master kush but
planted 7 days ago with a different soil mix.


Left plant middle row is Chronic bud and the right plant middle row
is Ice Bud, the one smack dab in the middle of the two is also ice bud
and was planted the same day as the other two but is not showing the same
problems.


Closer look of the chronic bud, I did just replant it with a different soil mixture which basically included added perlite.
