Solution for Thrip Larva in Soil??

Alright guys, so I was reading this story somewhere online and I read of this gal who had a problem with thrips. Only on one plant, and there have been no visible thrips on the leaves or above the soil yet. However, larva have shown up in the runoff water-catcher underneath the plant - meaning they can only have come from the soil. Supposedly this person flushed the soil but they still appeared in the container.

So, my question is, what would be the best thing for this person to use to control the thrips IN THE SOIL? I\'ve heard of using neem oil to spray on the plants, but what could they actually use to get down DEEP in the soil to kill the larva?

Thanks in advance! Not that this really has anything to do with me, I just thought the question was interesting and that the rest of the GC community would like an answer!

I can tell you what I used the one time I have ever seen them in my drip pans from some clones I was trying to keep way to long in the humididome mainly because I wasnt ready to use them yet. A guy told me to use a solutuion of 150 ml of H202 per quart with a drop of dishwashing detergent, flood the pot heavily and let stand in it in a drip tray after one hour rinse with distilled water and then repeat the process every 3 days until no sign of them are found. It only took one aplication for most of then I thihnk i had one clone that had to be treated 2 or 3 times.
