Phosphorus deficiency

my plants definately have this on the tip of the leaves

growing conditions:

soil:just some cheap soil

ph: is fine i water it with distilled water

lights: 2x 26 watt cfl's for now

temp: 70f-75f

nutes: half strength bloom nutes

and anybody got a reason why it is growing so slow its about a month old and only has 2 5finger leaves on it

Well.. why are you feeding it a blooming nute? Those are typically lower in Nitrogen, which you want in higher amounts during veg.

How close are the lights?

pics please and what is the exact pH.
I bought distilled water at Wal-Mart a while back and it pHed at over 7.2.
We rarely see phos deficiency in veg unless temps or pH are bad.
