Is it possible my PH solution is no good?

I have a gallon of GrowMore PH down and GrowMore PH Up... My bathub water is at about 6.7-6.8 PH and I've added so much PH down but it does not change a bit, I've tested it with two different PH meters and both have the exact same readings...
So, I was thinking mabye my water is no good.. I went and bought some distilled water and its sitting about about 6.8 PH and I've added PH down but still NO change.

I bought this stuff new off a hydro site, any possibility that it has gone bad or something? Should I buy some new stuff????

I need to know quick because my plants are officially started!! :O

ive noticed the same thing with my water out of the fosset...maybe its the clorine or what ever in the water.. what i do is i take my 5 gallon water container to the super market and fill it for 1.50$ and that water doesnt need much PH down

The solution must be bad. Almost every brand of PH Down is extremely sensitive. My tap water runs 7.5- 8.0 and I use a syringe to measure how much I use. Typically, about 1 ml to a gallon gets me to 6.5 -6.8 which is the range that I use.

Buy new solution.
