thin lower stem (first inch) on 6" plant??

possible cause? cure?

see pic attachment

ps. ignore the lavender plant on the left

forgot about other info:
temp varying between 60 and 75 degrees max at times 90
general hydroponics ferts, 1st step (for seedlings) i forget the exact parts/gallon
constant spritzing with just water, ferts once a week still on 1st step and this is the only plant with the problem of 8 plants all around the same height.

What kind of lights? Stem is very stretched indicating wrong bulb, bulb too far away etc. It also looks very moist in that soil. They never need ferts before 3 weeks old too so don't feed. What soil? Get a fan blowing them.

about the lighting, soil..........

light is a 2 1/2 foot flourescent in a ballast and its about 4-6 inches above the tops of the plants. this is the ONLY of 8 plants with this problem.

soil is just walmart cheapo soil which happens to work well i might add...

Supercropping could probably help you too. Its a method used to create shorter, stronger plants by slightly pinching and damaging the stem so that it can heal and be better than it was. If you search, you can probably find a good tutorial on it.
