discolored 'burn' ???

We need all the info on your grow including
What strain?
How old?
What type of medium?
What type of lights?
How far from the lights?
What, how much and when was it fed?
What is the medium/runoff pH?
What are the temps and humidity in the room?
What size pots?
If any of these questions have already been answered please disregard as I cut and paste this for everyone.

How old? 13 days
What type of medium? soil
What type of lights? cfls
How far from the lights? 9 inches
What, how much and when was it fed? no ferts, just water.
What is the medium/runoff pH? about not sure exactly. i think its ok though
What are the temps and humidity in the room? not sure
What size pots? 1 quart

that soil is burning your plant. you didn't answer how much and how often you are watering. it is probably over or under watering. your lights need to be about an inch or 2away from the plant.

Yeah either your pH is off, or your soil is Miricle grow or something with too much nutes.
