Why wont my plants flower?

I have 7 Cannabis plants in an enclosed grow space with two four foot fluoro tubes. They were put under 12/12 at a young age (22 Days old). And they've been in there for 17 days now and are not showing and sign of sex yet. I put them in complete darkness for 32 hours and still no sign of sex.
There in normal potting soil,
No nutes
75 degrees
40-50% humidity
Any ideas?

If you're growing in a closet, a good way to stop light leaks is to use two black bedsheets. One on each side of the door, nailed in (that's the ghetto way of hanging blinds), then close the door. If you're growing somewhere else, htg has some stuff in the mylar section that prevents light from going through.

Be patient, sounds too early. Even if you start 12/12 right off the bat, it still has to veg before its mature enough to show sex/flower.

Ya they should be at there peak point, Some strains take longer then others to show hairs or balls. I'd wait another week to see whats happens.
