Okay, make sure you have the right lighting, good soil and are watering regularly.

Lights:
Don't use normal light bulbs from around the house, pick up some CFL light bulbs, they're fairly cheap (like $14 for 2 good-wattage ones at walmart).
Have the lights 2-4 inches above the plants, keep a fan or something on them to control the heat.

Water:
If you can, pick up some distilled water - I think it's much better because it doesn't have all of the bullshit that tap water has in it.
Don't over water, just make sure that the soil is a little bit damp and whenever it starts to get dry (probably once a day) give them some more water.

Soil and Pots:
Make sure you have holes in the bottoms of the pots and that the plants have enough room to grow their roots. I like to use organic soil because... well... it's organic.

Growth:
The "very small leaves" you have are probably just what opens up when it sprouts. 4 inches without the cannabis leaves (pointy-ish) is a bit too tall, and they're stretching like mine did. That's why you need the light close enough to the plants so that they can get enough light.

Good luck with your grow - keep your babies healthy and safe.
