New Shoots Edges Turning Brownish (high res pics included)

Hey everyone Im currently growing 4 plants that popped out of the soil about 15 days ago. On one of my plants seems kinda sick, the new shoots have brown edges and its experiencing slow growth as the picture will show.

Strain: KC36
Indoor
170 Watts of CFL
lights on 24/7
just gave a very diluted fertilizer (30-15-15) for the first time a few days ago

Any comments or suggestions would be sick (haha no pun intended)

Ive posted pics of my other plants too there looking really tasty...growing soo fast its crazy(i had to crop the pics becasue the filesize was too big so that kinda sucks)

What kind of soil are they in and how old?
