Safe to Spray Neem Oil On Soil?

i'm 3 weeks into vegging and have a mild case of powery mildew. so far as a i can tell it hasn't touched the girls yet, but it's definately growing on the soil and the lips of my pots.

after researching a bit i've decided that neem oil is probably the way to go to control this problem. however, i'm curious to know how this might effect my grow, in that i'll be spraying it directly onto the soil, and so some residue will undoubtedly soak down to the roots. will this mess with my PH, or negatively impact my growing medium some other way? i can't seem to find that info anywhere. any advice would be appreciated.

Neem Oil can be applied systemically (diluted in your water), its commonly used to treat fungus gnat larve

spraying on your soil to kill powdery mildew, is even less aggressive treatment

thanks guerrilla. one more question for you- what's a good dilution ratio for watering with neem to treat gnat larvae?

1/2 teaspoon per gal
