pollen sacks

I have about 15 plants they are all small and they all just started to have little white balls on the tops they look like pollen sacks but all of them have it these plants are outdoor in some woods not very tall. Is it possible for them to be all male???????

Or 0.003%.

Extremely unlikely I'd say.
