Foam & Pistils dying

I don't have pictures yet, I didn't have my camera when I checked out my plants but I can get some tomorrow.

The problem is that I saw some foamy matter in a big clump sitting between the stalk and a branch, I don't know if that is some kind of wierd reaction to the heat we've been having or some kinda mold or whatnot. Any ideas?

Also, I'm pretty sure this plant is female as I see many 2-haired pistil things in the right areas, but I saw on the bottom half of the plant a lot seem to have turned from their normal up-right positon and reddish color to droppy and sort of brown, but only on some-- most are still normal. Any ideas again?

oh yah and i'm growing outdoors right near a river, if that makes a difference.

spit bugs, sorry I dont know the antimologist name for them but were on the same page, yeah?

Steep 4 garlic cloves in 1 litre of boiled water for 24 hours.
Strain.
Do not dilute add 5-8 drops of dishsoap. Spray on plants, no more than twice a week

as to the red/browing of the female hairs, have you fertilized lately, they are very sensitive to ferts, as are the pistils of the buds

I have not fertilized lately, but i was planning on using some 10-30-20 bloom booster today (and every 7 days) to get ready for budding later.

thanks for the spit bug solution, ill brew that mix up for use tomorrow mornin'. What kind of damage do these bugs normally cause?
