Leaf damage?

A few of my plants have holes in their leaves with a brown ring on the outside of the hole. They are outdoor, anyone know what this damage is done by and how to fix it?

Steep 4 garlic cloves in 1 litre of boiled water for 24 hours.
Strain.
Do not dilute add 5-8 drops of dishsoap. Spray on plants, no more than twice a week, to ward off most bugs

If you haven't fixed the problem yet try getting some NEEM OIL. I think I got mine at Loews. It prevents insects and fungus.

I had something Like that happening to me probably more than a month ago and I did two applications of the NEEM and I haven't seen the spots yet. At first I thought it was Leaf Hoppers cus there all over my girls but once I sprayed the NEEM the spotting stopped but the Leaf Hoppers reminded.
