airconditioner help!!

ok so i'm growing in an underground bomb shelter. there are 3" tubes for ventilation, which we currently have one set up to exhaust the room, and one set up to vent the heat from the ac. the temps before i put the box in were 95+ because we didnt have the tools to build the box so we tried to work around it dividing the room with plastic (didnt work for shit) so we finally built and insulated this box, and when i put the ac in there it immediately dropped to around 81. when i went back in there, the ac is blowing hot air, and the temp is 95 again. if i wait down there long enough the air conditioner does start blowing air, so its not that its not working, its trying to save energy or some shit, anyone know a trick around this? I was thinking about trying to set up a timer, but that would require me to sit down there and see how long the cold cycle stays on for. please help, i have 8 plants under a 1000w light, and 3 of them look real sorry, 2 maybe even dead . I really need to solve this problem before i lose all of them. I was thinking maybe a beefier exhaust fan, i have the only one i could find at home depot, a 6" fed into a 3" reducer on each side and it apparantly isnt doing the job (no carbon filter yet, plants are still in veg) maybe someone could point me to a real good exhaust fan? or tell me what to do about the ac? thanks!

whats the cfm of the 2 exhaust fans

are you sure th AC unit doesnt need a freon charge? if its that hot down there that ac unit should be hummin, energy savings mode is when you are already cooled down to your desired temps

the fans are 250 cfm. I know i need a better one but all the ones i find on the internet that are better are 200$+. I'm pretty sure the ac doesnt need a freon charge, because it's brand new. would the heat being built up behind the ac cause it to blow hot air? i know it pulls from the front, but if its getting overheated maybe its turning off the cooling function so it doesnt burn out?

they are ofcourse supposed to exhaust outside, if I understand you corectly your unit is indoor and ducting behind it to remove the hot air?

you maybe forced to stepup for a 400cfm fans

Ive had small Ac's that ducting outside, didn't do to much in hoter temps, but like he asks, you have it venting outside? probbaly a big thing, to have the ac vent off from the gro room area.

Have you checked the compressor on the ac unit? Sometimes they freeze up and the unit must be shut down and allowed to thaw...just a thought, I had this happen to our growroom unit a couple of years ago.
