You can find a pH tester at a hydro store, a good nursery/garden center, and online (just google pH tester or check eBay). Don't get a really cheap one that just has a probe and an analog needle, spring for the digital.

Ideal pH, and the means to adjust it, can be different for soil vs. hydro. For soil ideal is 6.3-6.8, towards the lower end of the range in veg and the higher end in flower, but the reality is you should be fine if you keep it between 6.0-7.0. Hydro ideal is more like mid 5's, and you have to stay within parameters or your plants could get whacked out easily. The easiest way to adjust it is stuff you can get online or in a pet store (aquarium aisle) called pH Up and pH Down.

Make sure you get a digital ph tester. The others aren't reliable.

To lower ph in soil: Phosphoric acid, vinegar, lemon juice, sawdust, composted leaves, wood chips, cottonseed meal, leaf mold, peat moss, or PH Down.

To raise pH in soil: potassium hydroxide, dolomite lime, hardwood ash, bone meal, crushed marble, crushed oyster shells, or PH Up
