man i could be wrong but it looks to me like the light hours have been fucked around ... it has to be 12 hours on and 12 hours off consistantly everyday .... the 12 hour dark period has to be 12 hours of pure darkness with absolutly no interuptions ... Also might not be enough fresh air ... it looks pretty starved of air ... ph is probably way out ... possibly a salt build up too so give it a good flush out .... but man they just haven't developed at all and its the light hours that trigger the plant to flower ... honestly mate i would start again ... never take clones off sick plants so definately don't use any clones that might have been taken when it got sick ...
