bugs,mold.........help

ok i have a baby thats about a month old i found out side in a planter that had beer cans and all kinds of trash in it...well early this morning i found little worms in the soil with some mold....i transplanted it into a pot with holes the the extra water will drip out. im not using that great of soil but the bugs were clear and the size of an ant
ive had it under 250 watt flourescent light and watering it with one small 12oz glass and turning off the lights when i go to sleep(usually 2 or 3 am) and turn them on at 9 or 10 am. i cant tell if the plant is a male or not it has 6 sets of leaves already and unter the stem there are 2 little hairs in the shape of a v but my female doesnt have it i want to save this little one but i dont know if its worth it or now please help someone

you are watering too much once every 4 days is sufficient at this size
the lites need to be on a timer 18/6

you have fungus gnats, what you see is the larve that feed off the fungus and your roots
let this soil dry out completley!
spray pyrethreum based insecticide on the soil
