LIMP and almost ko'ed

our plants have been growing under 2, 20 watt grow lux florecent bulbs, in a 2x1.5x1.5 foot area, our clones have been growing quite well but the last couple days the light has been going off and when the light comes back on the leaves are limp and scrag, we have been giving them 2-3 hours to purk up and they usually do but we cam home today and the plant was limp as fuck and the top of the plant was on a hugh tilt and the all the other plants are fine what the fuck is up?

what are we talking about here?
plants ?, clones? , both?, which is being affected? the clones / plants....... how old old are the clones are the in humidity domes still , how long out etc etc etc
