What could this little guys problem be?

This plant is about 16 days old and its starting to droop and curl on the sides. The plants are in temps of 72-76 degrees during the day and 68-72 at night with 45-55% humidity. The ph is in the mid 6's depending on how deep in the soil. Its in a 40% organic soil, 40% worm casting, and 10% perlite. They're all under 6 32w T8 daylight fluorescents. I water them every other day with 12oz of distilled so maybe its not enough. There is also a small browm circle spot on one of the leafs tip.

I was just going to edit that into the thread. They are a conservative 4" from the top of the plants to the bulbs.

2 things

you water too much too often, 12oz every 4-5 days would be more realistic

you need alot more perilite, that soil will compact even more than it is already and this holds water, this seedling cant possibly use up that much water

Thanks for your input.

I would only water when the top inch felt dry and it was on average 2-3 days. This last watering was 3days before the last. The reason I chose only 10% perlite was that the organic soil (EarthGro) contains perlite, but I’m not sure on the percentage. How could I even add perlite to the soil after they've already been planted?

This is the only plant showing any sickness. The others are doing pretty good. I've attached a pic of one of the better ones. So 6oz every 2 days should be adequate.

I know I'm doing something wrong here. I stopped watering and its still getting worse. The leaves are crispy and curling even more, so I took it outside a little while ago in hopes of reversal.
