whats wrong with my plant?? plz help..

can someone please tell me what's wrong with my plant?? she's 3 weeks old. the leaves are curling and getting skinny.. the soil is regular potting soil for seed starting with added dolomite lime

Your plant looks fine.
Are there any other added nutes in the soil besides the lime? I would be curious to know your soil ph because lime tends to raise or make more alkaline, the ph. Also, consider transplanting to a bigger pot real soon. The plant should be a bit bigger at 3 weeks but no biggie. What lights you using and how far away from the top of the plant are they?

thanks for the reply vtec.. the soil is from scotts, i think it has little or no fertilizer.. 0.0-0.01-0.0 ?? i never gave it nutes...yea i know, she hasn't been under any light for almost a week now due to security reasons.. u think that has anything to do with this? i'm also planning on transplanting into 1 gallon pots but didnt think it was worth it from how its looking

p.s, im using 42 watt cfl's

Yeah.
Soil has a trace amount of nutes. I would not feed it just yet. Are you talking about the slight yellow on the leaf margins? I would definately transplant to an 8" pot or that one gallon pot if that is all you have. Providing it survives the transplant, it will take off growing. Get that CFL on it for 18/6 if you can lack of light can cause big problems.
