Ok, so I went and actualy looked at the letter. It's for real, no doubt about it. Clearly referenced CFR, signatures. Very legal. The part of it that tells him where and why thiese things were seized and destroyed is from Customs. The attached explanation is some USDA(Department of Agriculture) letter explaining their policy on shipping plants and seeds to the US.
I think he's fine. The letter did not have his name, and was sent to his girls house, where nothing illegal occurs. I told him the cops aren't gonna show up at her door, it would be impossible to prove anything... by that standard, I could send something illegal to anybody and have them arrested. But I really, don't know, I was trying to make him feel better.
So, someone weigh in and tell me I'm right... hopefully someone with a knowledge of laws and shipping/ customs standards of the US.
PS: Mailmen would likely not steal seeds, and if they did, I doubt they'd come up with such an elaborate scheme.
