To fill the percs I put a little water in the bottom part and tilt the bong to the side. The perc's fill right up.

I dunno, I bought this bong the day after the roor was taken.. It was more of an "I am really pissed, I want a replacement NOW" type bong.
The main idea behind a perc is just more water filtration. It forces smoke through various holes and bubbles, and makes for a really smooth hit.
