I sent you the changes I would make to it if it were mine. Some are "cosmetic", others are just additional ideas. One major thing though, the government should not be a producer of marijuana. Look at the crap they grow in Mississippi today!  The marijuana industry must be supplied through an open market system just as the alcohol industry is today. The government needs to legalize and regulate like it does with alcohol, but not try to supply the market.
